Ice can be great for sensory activities. You could try making ice buns like the ones here, made by Hygge in the Early Years. Making an ice lantern looks like fun as well – you could use battery-powered tea lights instead of candles. (This lantern recipe comes from Mud & Bloom.)

We love this action rhyme for circle time on a cold morning. Encourage everyone to rub their hands together and stamp their feet. Put your hands in the air and sway for the wind!
Hands are cold, feet are cold
Winter winds are blowing
Rub your hands
Stamp your feet
And soon you will be glowing!
